The Puerto Rico Film Commission (PRFC) administers a budget allocation from the Department of Economic Development and Commerce (DEDC) Economic Incentives Fund to award economic incentives (cash grants via expense reimbursements) for film and creative industries projects that generally have not received — or are not eligible for — tax decree benefits.

Economic Incentive Program (CashGrants)

As part of the DEDC, the PRFC supports the growth of Puerto Rico’s film and creative industries and the communities they serve.

We review and award cash grants for industry professionals and organizations based on these principles:

  Projects, programs, or events must deliver direct, measurable benefits to Puerto Rico’s film and creative ecosystem.

  Projects, programs, or events must align with the mission, vision, and strategic priorities of the DEDC and PRFC.

•   Projects, programs, or events must comply with applicable public policy and regulatory requirements.

Eligible projects and activities:

  •  Short film production
  •  Shows and festivals
  • Training and workshops
  • Co-productions
  • Marketing and premieres of filmprojects
  • Arts (music, visual arts, performingarts, publications)
  • Media (app development, video games, online media, digital content, multimedia)
  • Design (graphic, industrial,fashion, interior)
  • Creative services (architecture,creative education)

Please note: Only entities legally registered and domiciled in Puerto Rico are eligible for PRFC sponsorships. Applications submitted by organizations based outside Puerto Rico will bedeemed ineligible.

Review timeline:

After confirming receipt, the PRFC typically responds within 3–4 weeks.

If the proposal is recommended for funding, the process includes:

1. Validation of documents required for government contracts (Leg‑050).

2. Request for Certification and Availability of Funds from DEDC Finance (up to 5 business days).

3. Contract drafting by the Office of Legal Assistance (up to 11 business days).

4. Applicant review and digital signature of the final contract.

5. Registration of the contract with the Office of the Comptroller and supplier registration (vendor and ACH forms).

Sponsorship reimbursement procedure:

I. Once the sponsored activity concludes, the recipient must submit:

    a. A detailed final report outlining project achievements.

    b. A complete expense report reconciling grant funds dollar for dollar.

    c. Evidenceof PRFC visibility and benefits (logo use, mentions, photos, links  and any                              othercontract-stipulated benefits).

    d. An invoice to PRFC ffor thereimbursable amount, including:

         1. Invoice number
        2. Contract number
        3. Date
        4. Attention:  Karina Hernández, Director, PRFC
        5. Amount billed
        6. Itemized description ofservices/incentive
        7. Total incentive amount
        8. Signature in blue ink
        9. Declaration:

           “Underpenalty of absolute nullity, I certify that no public servant of the Department of           Economic Development and Commerce is a party to or has  any interest in the profits              or benefits resulting from the contract that is the  subject of this invoice, and if any public     servant is a party or has such interest, a  prior waiver was granted. The sole consideration for supplying the goods or services under the contract was the payment agreed with the       authorized representative of the Department of Economic Development and Commerce. The amount of this invoice is fair and correct. The services or works have been                             provided or performed and have not been paid.”

II. PRFC reviews the submission; if approved, DEDC Finance processes the disbursement and may request additional information during its review.
